It was dropped from British plane over the camp of 102 Brigade, Royal Garrison Artillery, Commanding Officer, Lt. Col. FP Hutchinson, CMG DSO. Message streamers were used by the Royal Flying Corps to drop operational guidance messages in contact patrols on the Western Front. Air Publication 1176 "RAF Manual of Army Cooperation" "... the message is dropped in a bag made of stout canvas, which has a small weight inside. To facilitate the bag being seen easily whilst dropping through the air and being easily found, a part coloured streamer is attached to it." The armistice with Turkey was signed on 30th October 1918, but the allies were aware of the certainty of a complete defeat by mid-September. Lieutenant-Colonel Hutchinson was a member of the regular army and was serving in India when war was declared. He distinguished himself during the war and was awarded the CMG and DSO, and was mentioned in despatches on five occasions. 102 Brigade Royal Garrison Artillery was armed with 9.2mm howitzers and was able to move 24 miles a day using tractors.
